Yes for any works with a technical project. For minor works without a project it is not mandatory but technical supervision is still recommended.

Can I bring my own project and hire only management?

Do you issue certifications for payment milestones?

Yes. Partial certifications regulate payments to the builder according to actual progress.

What is the difference with a project manager?

Site management is a mandatory technical role; a project manager is an overall management role representing the developer before the technical team and the builder. The two services can be combined.
