Parties in a construction project
Every project has a defined split of responsibilities that Spanish building law (LOE — Ley de Ordenación de la Edificación) sets out with precision. Knowing who does what avoids confusion and makes decisions easier when unexpected issues arise.
Developer (promotor)
The person or entity who decides, drives, schedules and finances the project. Hires the technical team, obtains licences and supervises the project.
Project architect
Designs the building and drafts the technical project. Coordinates the other technicians and ensures regulatory compliance.
Building surveyor (aparejador)
Develops the constructive details, controls material quality, supervises execution and handles measurements and certifications.
Structural engineer
Designs the structure and foundations and supervises their execution on site.
Builder (contratista)
Executes the works with their team, coordinates trades, supplies materials and meets deadlines.
Health & safety coordinator
Drafts and coordinates the safety plan, supervises preventive measures and trains staff.
Site director (director de obra)
Chartered architect who technically directs the works, checks compliance with the project, authorises modifications and signs the final works certificate.
Execution director (director de ejecución)
Chartered building surveyor who controls day-to-day execution, quality, measurements and aesthetic and environmental aspects.
Legal note
All parties have specific responsibilities defined by the Spanish building law (LOE) and must carry the corresponding mandatory insurance. A clear definition of roles and contracts protects everyone and makes incident handling easier.
